SGS publishes white paper on new EU Listeria rules for ready-to-eat foods

Testing, inspection and certification firm SGS has published a white paper addressing new EU rules on Listeria monocytogenes in ready-to-eat foods. Released on 20 July 2026, the document outlines Regulation (EU) 2024/2895, which applies to ready-to-eat products from 1 July 2026, and sets out compliance steps for food business operators and food safety professionals.

Why Listeria remains a regulatory priority

Listeria monocytogenes continues to rank among the most significant foodborne pathogens, owing to its high fatality rate, its capacity to grow at refrigeration temperatures and its persistence in food processing environments. SGS notes that rising listeriosis notification rates across the European Union have prompted regulators to strengthen microbiological criteria for certain ready-to-eat categories and to place greater emphasis on scientifically validated shelf-life studies.

SGS releases a white paper on Regulation (EU) 2024/2895, guiding food businesses through new Listeria monocytogenes requirements for ready-to-eat foods.

What the white paper covers

The paper sets out the scientific and regulatory background to Regulation (EU) 2024/2895 and reviews the practical implications for industry. Topics addressed include:

  • The public health factors driving increased regulatory attention on L. monocytogenes
  • Key changes under the regulation, including stricter microbiological criteria and expanded responsibility across the food supply chain
  • Which ready-to-eat food categories fall within scope
  • Practical compliance strategies, covering product assessment, shelf-life validation, HACCP review, environmental monitoring and cold-chain control
  • The role of routine testing, challenge testing and shelf-life validation studies in demonstrating compliance

Shelf-life validation under scrutiny

A particular focus of the white paper is the importance of scientifically robust shelf-life studies and challenge testing in supporting regulatory compliance. SGS states that these tools are especially relevant for operators seeking to demonstrate that L. monocytogenes will remain within regulatory microbiological limits throughout a product’s shelf life.
